Vice President, Chief Kettle Honored with EMS Coordinator of the Year Award by State of Rhode Island and CARS LT Honored with EMS for Children Champion

Chief Andrew D. Kettle of the Charlestown Ambulance-Rescue Service and Vice President of the Rhode Island Southern Firefighters League was recognized on Friday, May 22, as the 2026 EMS Coordinator of the Year during the annual EMS Week awards. The honor was presented by the State of Rhode Island, Department of Health, and Ambulance Services Advisory Board. Chief Kettle, who was nominated by the CARS Board of Directors, is well known for his dedication to his team and to EMS personnel throughout Rhode Island.

Recently, Chief Kettle has worked alongside other League members and fire chiefs across the state to support legislative changes that have increased funding from insurance and Medicare for EMS treatment and transport services. He has also contributed to stabilizing funding for the mobile integrated health program and has helped make mobile AEDs available in several communities. These efforts alert responders and lay rescuers to people in need, which has led to improved outcomes during critical emergencies. During the pandemic, Chief Kettle played a key role in providing access to testing, vaccine clinics, and mobile vaccine distribution for both his team and the community. He also served as a vital link for sharing accurate and timely information with League chiefs and members.

Chief Kettle has served on the Southern League Board of Directors for several years as Treasurer and Vice President. He plans to step back from his role in the upcoming term to spend more time with his wife Lauren and their two daughters but has stated that he will continue to participate in League activities and events. His ongoing commitment to integrating EMS training has played an important role in ensuring Southern League providers are well-prepared to handle emergencies in their communities.

A humble leader, Chief Kettle also nominated CARS Lieutenant Emily Louzon, who was recognized with the EMS for Children Champion Award at the same ceremony. Lieutenant Louzon, an emergency room nurse, consistently finds new ways for Charlestown Rescue to connect with young people in the area. She leads the FLASH program at Charlestown Elementary School, educates students about first responders, helps organize the HEROs breakfast during school vacation week, and teaches numerous first aid, CPR, and Stop The Bleed classes to people of all ages.
